Public Sector

Film production for public sector and energy.

Film and photography for public institutions, energy and utilities, and professional bodies. Produced inside restricted sites, to a standard that represents a public organization responsibly.

Lumen Narrative is a Toronto film production company for the public sector: public institutions, energy and utilities, and professional bodies. We produce film and photography inside restricted sites, to a standard that represents a public organization responsibly, and can deliver both from a single visit.

Public sector video production answers to the public. That means accurate, accessible work, approvals that follow your process, and a crew that works inside your safety rules rather than around them. Scripting, filming, motion, sound and finishing happen in house.

From the plant floor to the membership.

Each of these organizations answers to the public, a regulator or its members. The film has to hold up in front of them.

01

Energy and utilities

Film and stills from active facilities for campaigns, reports and recruitment, produced inside the site's safety rules.

02

Government and agencies

Public information and program films that are accurate, accessible and on brand.

03

Professional colleges and associations

Member and campaign films with real practitioners on camera, as with the OCFP physician films.

04

Infrastructure and industrial sites

Construction, operations and maintenance documented safely, on schedules that do not bend.

05

Public institutions

Brand and stakeholder films for institutions whose audience is everyone.

06

Crown corporations

Broadcast standard production for organizations that are publicly owned and publicly watched.

Public work is watched closely.

Restricted sites, public accountability and formal approvals. These four constraints shape every public sector production we plan.

i.

Restricted sites

Generating stations are built for safety and continuity, not cameras. At Ontario Power Generation, access was controlled and the schedule could not bend around a crew, so the running order was set before arrival.

ii.

Public accountability

The film represents a public organization. It has to be accurate, accessible, captioned and on brand, because its audience includes everyone the organization serves.

iii.

Procurement and approvals

Public work runs through formal process. We work inside your procurement and approval route, with fixed review gates and every note tracked in Frame.io.

iv.

Members expect precision

Professional colleges speak to experts. For the Ontario College of Family Physicians, the message came from real physicians on camera, branded to the College's guidelines.

Restricted sites, one controlled visit.

Technical production and location management inside environments built for safety rather than cameras. On Ontario Power Generation we were technical producer and location manager: the equipment, lighting and gear, site access, scheduling, crew logistics, and a running order that let one visit produce both stills and film.

  • Site access, safety and scheduling planned with your team
  • Photography and film from the same visit
  • Crew and equipment logistics sized to the site
  • Captions and transcripts on every deliverable

Ontario Power Generation

Industrial sites, stills and film · Energy
The problem
Photographing and filming inside active power generation facilities, where access is controlled, schedules cannot bend around a crew and the material has to represent a public utility responsibly.
What we made
One production delivering both photography and film from OPG sites. As technical producer and location manager we supplied the equipment, lighting and gear and handled site access, scheduling, logistics and the running order, so the director could shoot. Director: Justin Poulsen.
Why it works
The discipline that gets a crew safely and productively through a generating station is the discipline that gets one through any restricted site.
Campaign content

Ontario College of Family Physicians

Physician films · KOL and leadership films
The problem
For World Family Doctor Day the College needed real physicians on camera, while asking as little time as possible of doctors who have none to spare.
What we made
A multi camera interview production that captured several physicians in one controlled block, cut into the main campaign films, physician highlight pieces and short social cuts, with full transcripts.
Why it works
One controlled production yielded an entire campaign, branded to OCFP guidelines and delivered with full transcripts for accessibility.

Safe on site, signed off at every gate.

One point of contact coordinates access, safety and approvals, so your team only joins where it matters.

01

Discovery

Your audience, your site and your approval route, understood before a word is written.

02

Script and approvals

Outline, then script, then sign off through your process. Nothing is filmed before it.

03

Site planning

Access, safety requirements, scheduling and a running order agreed with your site team.

04

Production

Stills and film captured in one controlled visit wherever the work allows.

05

Review on the timeline

Rounds agreed up front. Notes land on the frame in Frame.io and are tracked to close.

06

Delivery and every cut

Master, web, social and archive versions. Captions, transcripts and source files included.

Public sector video production, answered.

Can you film inside industrial or restricted sites?
Yes. We plan site access, safety requirements, scheduling, crew and equipment logistics with your team before arrival. On Ontario Power Generation we were technical producer and location manager inside active generating facilities, supplying the equipment, lighting and gear and running the technical side for the director, where access is controlled and the schedule does not bend around a crew.
Do you deliver photography and film in one visit?
Yes, when the work calls for it. For Ontario Power Generation, one production delivered both stills and film, with a running order built so a single site visit produced both. It spares your site team a second disruption.
Do you meet accessibility requirements?
Captions and transcripts are included on every deliverable, and we work to the accessibility standard your organization sets. For the Ontario College of Family Physicians, every piece was delivered with full transcripts.
Do you work through procurement?
Yes. We work within your procurement and approval process, with fixed review gates and one point of contact from the first call to final delivery.
Can you film across Ontario?
Yes. Lumen Narrative is a public sector film production studio based in Toronto, producing across Ontario and working with organizations across Canada and the United States.

Bring us the restricted site.
